LEFT TURNS


Several years ago, the City of Keizer removed some designated left turn signals at a number of intersections along River Rd. The idea was to improve the flow of traffic along River Road during peak commute times. Some of these intersections have green circular signals advising drivers to yield to oncoming traffic when making a left turn.

Drivers who proceed into the intersection on a circular green signal while waiting for an opportunity to complete a left turn are creating a hazardous condition. Oftentimes, the signal changes to red while the vehicle is still within the intersection while drivers are completing the turn. These unsafe drivers are, in fact, committing themselves to the turn.

The safety issue arises when the signal turns to red while the vehicle is still within the intersection while adjacent traffic begins to proceed lawfully on a green signal. Another issue is the chance of an oncoming vehicle running the yellow or red light when the turning driver begins to make the left turn against the signal.

Oregon Law prohibits drivers from obstructing cross traffic within an intersection or making dangerous left or right turns when the turn cannot be made with reasonable safety. When intending to turn left while facing a circular green signal, drivers should stop prior to entering the intersection if the turn cannot be made. If the signal turns to yellow, remain stopped at the stop line. Chances are, a green arrow will be displayed on the next cycle giving the driver right-of-way to make the turn.

ORS 811.290, Obstructing Cross Traffic, is a Class D traffic violation punishable by a $97 fine. If a crash results, the base fine is enhanced.
