INCIDENT SUMMARY:
On Wednesday, July 20, 2011 at about 11:20 a.m. officers from the Keizer Police Department were advised of a domestic disturbance incident that was occurring in an apartment complex parking lot in the 700 block of Parkmeadow Loop NE in Keizer. The complainant called 911 to report her son, later identified as 20-year old Antonio Jesus Aguilar, was kidnapping his ex-girlfriend and both had just left the parking lot inside a black Saturn.

Officer Scott Bigler responded to the call and located the vehicle traveling southbound on Wheatland Road North as it approached the intersection of River Road North. Officer Bigler turned around to follow the vehicle and advised other responding officers he was going to attempt to stop the vehicle near the intersection of River Road North and Promenade Way North. At 11:25 a.m. Officer Bigler initiated a traffic stop at this location and was met by the 20-year old female victim who ran from the vehicle screaming she had been kidnapped by her ex-boyfriend. The female had a bloody nose and complained of being assaulted. While Officer Bigler was trying to sort out the rapidly evolving situation he advised the other occupant of the vehicle, Antonio Aguilar, fled on foot from the vehicle and refused to stop when ordered to do so. Antonio fled northbound on River Road from Promenade about one block before running down a steep embankment towards Claggett Creek. The terrain in this area is filled with numerous trees, bushes, blackberries and other types of foliage that made the search for suspect both difficult and very dangerous.

Additional Keizer Police Officers in marked and unmarked police vehicles responded to the area and established a perimeter. Motor vehicle traffic traveling southbound on River Road North from the 6000 to 5800 blocks was limited to one lane of travel during the ongoing investigation and search for the suspect. Officer Bigler established probable cause Antonio Aguilar had committed several crimes and a K-9 unit from the Marion County Sheriff’s Office responded to assist the Keizer Officers. After an extensive initial search that lasted approximately 45-minutes, a second off-duty K-9 Unit from the Keizer Police Department was called to assist with the coninuing search.

At about 12:30 p.m. K-9 Officer Stephen Richardson and his K-9 partner Axel continued the search for the suspect whom officers believed was hiding in the wooded area down the embankment. At 12:41 p.m. the K-9 team found the suspect hiding in the heavy brush. The K-9 team challenged him and the suspect surrendered without incident. Antonio Aguilar was lead out of the wooded area to additional officers who were waiting to take him into custody. Officers did not need to use force when taking the suspect into custody. The suspect had minor scrapes and cuts that were the result of his fleeing into the wooded area. Medics and Fire Personnel from the Keizer Fire District responded to the scene and evaluated the injuries; however the suspect did not need to be transported to the hospital. The victim was also evaluated by paramedics and did not need to be transported to the hospital.

Antonio Aguilar was charged with one count of Kidnapping in the First Degree, two counts of Assault in the Fourth Degree, one count of Theft in the Second Degree, one count of Disorderly Conduct in the Second Degree and with one count of Attempting to Elude a Police Officer. In addition to the charges that stemmed from this incident, the suspect had an outstanding warrant for his arrest for Probation Violation. He was transported to the Marion County Correctional Facility where he was lodged.
