INCIDENT SUMMARY:
On January 3rd, 2010, at 1317 hours, Keizer Police responded to 5069 River Road North (Chen’s Dynasty Restaurant) to take a report of a theft. The victim, Julie Hanna, told officers that she was eating at the restaurant and when she went use the bathroom, someone took her purse.
Shortly after taking the theft report, the suspects began using Ms. Hanna’s stolen credit cards to buy items in the Salem and Keizer area. The suspects made over $450 in illegal transactions at stores. While investigating the illegal transactions, the Keizer Police learned the suspects were seen driving a Maroon colored Acura sedan.
On January 3rd, 2010, at 1722 hours, the Keizer Police received a report that the suspects were currently at 4924 River Road NE, attempting purchase a cellular phone, using Ms. Hanna’s stolen credit card. Keizer Police responded to the business and detained two suspects. The suspects were identified as Tera Parcell and Max Marshall.
Upon seeing the officers arriving, Ms. Parcell admitted to swallowing a plastic baggie that contained methamphetamines. During a search of the suspect's vehicle, officers located additional illegal narcotics, drug packaging materials, and drug scales. Officers also recovered Ms. Hanna’s stolen purse and credit cards. $700 in cash was missing from Ms. Hanna’s purse when it was recovered. When Officers questioned the suspects about the missing money, they admitted to spending it on lottery games (video poker).
Ms. Parcell was transported to the Salem Hospital because of the illegal narcotics she swallowed. After being treated at the hospital, she was taken to the Marion County Jail and lodged on the listed charges. Mr. Marshall was also lodged at the Marion County Jail on the listed charges.
Keizer Police are still investigating this matter, trying to determine all of the businesses that the suspects used the stolen credit cards at.
