INCIDENT SUMMARY:
On January 10th, 2010, Oscar Ramirez and Juan Maciel-Cervantes were arrested for graffiti vandalism following a lead from an alert citizen who observed them applying graffiti on Bill Frey Dr NE near the KROC center. Salem Police responded and charged both juveniles in connection with those graffiti crimes. That information was shared with the Keizer Police Department where School Resource Officers were able to match similar graffiti crimes in Keizer.

Both juveniles were subsequently interviewed by school officers who were able to connect Oscar Ramirez to 14 graffiti crimes and Juan Maciel-Cervantes to four graffiti crimes occurring in the southeast Keizer area. Most of the vandalism occurred in the vicinity of where both juveniles reside. The graffiti was not thought to be gang related.

Much of the vandalism involved public utility boxes but also included traffic signs, concrete barriers and residential and commercial structures totaling an estimated $900 in damage. Vandalizing property owned by a public utility is a class C felony.

The Keizer Police Department investigated 441 graffiti crimes in 2009.
